DISCUSSION AND 48-HOUR OUTLOOK<br>

At 1100 PM AST (0300 UTC), the center of Tropical Storm Kate was<br>
located near latitude 40.1 North, longitude 52.3 West. Kate is<br>
moving toward the east-northeast near 41 mph (67 km/h).  A slower<br>
forward speed toward the east-northeast is expected during the next<br>
couple of days.<br>

Maximum sustained winds have decreased to near 70 mph (110 km/h)<br>
with higher gusts.  Kate is forecast to become a post-tropical<br>
cyclone on Thursday, and only slowly weaken during the next 48<br>
hours.<br>

Tropical storm force winds extend outward up to 240 miles (390 km)<br>
from the center.<br>
<br>
The estimated minimum central pressure is 983 mb (29.03 inches).<br>
